How to Draw on Your Photos for Instagram in Photoshop
Start with your favorite photo. I used this Woman Stock from Pixabay.

Then select the Brush Tool(B). Choose a Hard Round Brush with a tapered end for a nice, clean line. Keep the Smoothing option between 30-50% for a smoother stroke.

- Now draw a black outline around the outfit. Using the Rotation Tool (R) during this step will allow you to create smoother curves and cleaner lines.
- Switch over to a Hard Round Brush (with 100% Opacity and Hardness) to fill the outfit with solid color. Adjust this color easily by selecting it first with the Magic Wand Tool (W) and then going to Image > Adjustments > Hue and Saturation to saturate the color even more (Saturation Value: +42).
Continue decorating your photo with more fun details. Experiment with abstract shapes like swirls and more, or keep it simple with just stars and dots.

For a faster result, draw one star first and then Duplicate(Control-J) it several times to fill the photo up. Finish with some added highlights, or even a cute overlay, like this flower pattern from our Washed Colors Flowers Pack on Envato Elements.
Here is the final result!
